What is delegation?
It is the act which creates an agency by Congress; in other words it is called enabling legislation. In administrative law, delegation: defines the agency’s mandate, how the mandate is to be satisfied, the agency’s structure, how the agency head is to be determined, and authority of the agency (executive authority).
