Politics and Government Paper
This is an open-book exam, meaning that you may use various resources to help you, including lecture notes/slides, textbook, UCW library materials, or the internet. You must write your answers in your own words as much as possible. You do not need to cite any sources UNLESS you are including a “direct quote”. You should aim to write 2 paragraphs per answer. Any late submissions will NOT be accepted.
This is an individual assessment. Although it is open book, you must NOT receive help from anyone else. ANY sign of cheating or plagiarism or any sign that this is not your own work will lead to an automatic zero on the exam. Improper paraphrasing is also not acceptable and is a form of plagiarism. Please review this video on how to avoid improper paraphrasing.
Please only answer FIVE (5) of the following SIX (6) questions:
- Explain what a vote of no-confidence is in as much detail as possible. In your explanation you should mention how a vote of non-confidence can be put forward and what happens if it passes. (5 Marks)
- The Bloc Quebecois and the Green Party received a similar percentage of votes in the 2019 federal election in Canada, but the Bloc Quebecois won 32 seats and the Green Party only won 3. Explain why this happened and connect it to the TYPE of electoral system in Canada. (5 Marks)
- Suppose there are four political parties running in an election: The Liberal Party Conservative Party, New Democratic Party, and Green Party. Based on previous election results and the latest polling data, you know that it is going to be a close race between the Liberals and Conservatives. Based on this scenario, answer the following questions: a) Define strategic voting and explain its purpose (2 Marks) b) If your MOST preferred party is the Green Party, and your LEAST preferred party is the Conservative Party, who would you vote for if you were strategically voting and why? (3 Marks)
- Describe TWO different scenarios in which a voter would NOT feel the need to strategically vote. Explain your answer in as much detail as possible. (5 Marks)
- Use this scenario to answer the questions below:
The scientists in Country A develop the first ever COVID-19 vaccine, which has a high success rate against the virus. The leaders of Country A do not want to share the vaccine with the rest of the world. They want to prioritize their citizens and only once they have vaccinated all of their citizens, they are willing to sell the remaining quantity to the
countries that will pay the most for it. Country B thinks that Country A’s policies are unfair. Country B thinks that if Country A shares its vaccine formula with other countries, everyone will benefit. Scientists around the world can produce more of the vaccine and more people around the world can get vaccinated. Country B believes that if Country A only vaccinates its own citizens, the pandemic will not end (5 Marks)
