- Roughly map your issue onto the three stages of the Framework
- Was there norms in place prior to the business issue?
- Fringe – When was the issue discovered/identified?
- How was it brought to the public and key stakeholder’s attention?
- What institutions in society played a role in defining the solution?
- What was the generic resolution?
